Student Fee Advisory Committee Overview

What is the Student Fee Advisory Committee (SFAC)?

The Student Fee Advisory Committee (SFAC) is a committee charged with advising the administration on the type, amount and expenditure of compulsory fees under Texas Education Code Section 54.503 for student service fee; Section 54.507 group hospital and medical services fee; Section 54.521 student center facility fee; and Section 54.539 recreational sports fee.

Who serves on the Student Fee Advisory Committee?

The SFAC committee is comprised of nine members. Five students are selected by the university's Student Government Association and four members, who are representative of the entire institution, are appointed by the President of the institution.

SFAC student members appointed by SGA, serve either one- or two-year terms. Upon appointment, student government will identify those students serving one-year terms and those serving two-year terms.

A vacancy on the committee shall be filled for the unexpired portion of the term in the same manner as the original appointment.

When are meetings held?

The SFAC shall conduct its meetings in accordance with Section 54.5033 of the Texas Education Code. Notice of the SFAC meetings (date, hour, place and subject of the meeting) will be published on The J-TAC (student newspaper) website and on the university homepage.

The SFAC will conduct its meetings with a quorum of at least five of the nine voting members present. If a quorum is not reached or maintained, members may continue to meet and discuss agenda items but may not take any action.

Can non-members attend the meeting?

While SFAC meetings are open to the public, visitors to the meetings must register their intentions to testify with the committee chair at least 15 minutes prior to the convening of a meeting. Registration must include the name of the person submitting testimony and the agenda item/subject to be addressed.

Final deliberations of the committee will be held after registered testimony is received and will be held in closed session. The final recommendation made by the SFAC will be recorded and made public.

Meeting Notice

Notice is hearby given that the Student Fee Advisory Committee (SFAC) of Tarleton State University will hold a public hearing Tuesday, April 15, 2014 at 4 p.m. in Thompson Student Center 130 to consider the following:

Discuss budgets for the following:

  • Collapse of fees, Student Service Fee to University Service Fee
  • FY15 Budget submission
  • Recreational Sports Fee
  • Student Center Facility Fee
  • Group Hospital and Medical Services Fee (Health Fee)

Persons wishing to address the SFAC regarding the fee budgets must register their intentions to testify with the committee chair, Rusty Jergins, jergins@tarleton.edu, at least 15 minutes prior to the meeting. Registration must include the name of the person submitting testimony and the agenda item/subject to be addressed.
